International Student Driver License

All information listed is in accordance with California Code of Regulations found within the California Vehicle Code (CVC).

California DMV List

In California, international students and their dependents (F-1 and F-2 visa holders) are eligible to apply for a driver license through the Department of Motor Vehicles (DMV).

Step 1
Make an Appointment

Appointments are strongly recommended. You can schedule one:

  • Online: DMV Appointments
  • By phone: 1 (800) 777-0133
  • Visit a DMV Office (expect long wait times for walk-ins without an appointment)

Tip: Check less populated areas nearby

Step 2
Gather Required Documents

Bring original documents. Photocopies are not accepted.

  1. Valid Passport
  2. F-1/F-2 Visa
  3. I-94 Document (Check this link to receive the document; includes your date of arrival to the US)
  4. Form I-20 (document does not include home address)
  5. Proof of Residency (2 items)
    E.g. utility bills, rental lease agreement, bank statement, official mail
  6. Social Security Number (SSN), if applicable
Step 3
DMV Testing Process
  1. Complete the Driver License Application (available online or in-person at the DMV)
  2. Vision Exam & Photo
  3. Written Test
  4. Behind-the-Wheel Test
    • Must schedule an appointment online or at the DMV (Behind-the-Wheel test are by appointment only)
    • Come with: a car, proof of valid car insurance and registration, and a licensed adult (must have a valid California License)

Temporary & Permanent Licenses

After passing all required tests:

  • You will receive a Temporary Driver License (paper, no photo) valid for 60-90 days
  • The official license will be mailed after your identity documents have been verified by the DMV and Department of Homeland Security

Processing can take several weeks or months. If delayed, you may renew your temporary license at the DMV.

OPT Students

Students on OPT must show:

  1. Valid EAD Card (Employment Authorization Document)
  2. Social Security Number

You must be in valid F-1 status and have active employment authorization to renew or apply for a driver license during OPT.
